Its design was the subject of an open competition held in 1935 by Romford Urban District Council. The site chosen for the new building was Swan Meadow, which at the time was used for Carnival Day.2
The new Town Hall was formally opened by the Lord Mayor of London, Sir George Broadbridge KCVO, on 16th September 1937.3
A proposed Assembly Hall and refreshment room, flanking the forecourt on the north-eastern side (to the right of the photograph), was never built. At the time this site was an orchard; it later became part of the car park.1
